How is the FCR volume requirement determined?

Nordic system operators decide on the FCR-N volume requirement for the year in question. The volume requirement is constant throughout the year. A distribution key, which determines the volume requirement for each system manager in accordance with the requirements in the operational code (SO GL) and the Nordic system operating agreement, is then decided.

The volume requirement for FCR-D up and FCR-D down is also determined by the Nordic system operators. The FCR-D volume is determined on the basis of the greatest dimensioned error case and can therefore vary per hour. The current FCR-D up volume is usually based on Oskarshamn 3 and is 1,450 MW.

The procurement of FCR-D will be gradually stepped up in the Nordic region. Information about Svenska kraftnät’s plan for procuring FCR-D is published on Svenska kraftnät’s website. The plan for procuring FCR-D down is currently updated quarterly.
