Is deadband permitted for FCR?

When linearly activated, no intentional deadband is permitted for FCR-N, FCR-D up or FCR-D down. In incremental regulation, deadband is only permitted if it is required to remain within the blue area in Figures 1 and 2 in Appendix 3 FCR of the Balance Responsibility Agreement.
