Are FCR/FFR volumes expected to be affected by the 15-minute market transition?
The dimensioning of FCR-D is based on the largest error case, which is not affected by the transition to 15 minutes.
The dimensioning of FCR-N is dependent on normal frequency variations and continuous analyses of frequency quality, etc. are carried out. The annual Nordic requirement for FCR-N is 600 MW, but could change in the future.
Svenska kraftnät’s assessment is that a transition to a 15-minute settlement period will lead to a better balance in the electricity system and thereby reduce the need for FRR in the long term. FRR will in future be dimensioned according to a new method based on statistical imbalances and major errors. A better balanced system also reduces the need to activate FCR.
