Can the composition of units in an aggregated group be changed without requiring a new prequalification?
Yes, individual units with a maximum capacity of less than 0.1 MW can be added to a prequalified FCR group. This is called type qualification. The possibility of type qualifying units for a group is evaluated when prequalifying of the group.
In order for a unit type to be type qualified, the individual units must have technical properties that Svenska kraftnät deems to be equivalent to the units that are already part of the prequalified group.
In addition, the group’s overall technical capacity must be equal to or better than in the prequalification. This means that the added units should not have a negative impact on the group’s ability.
Provided this is the case, units that are type qualified can be added in two ways:
- Increased flexibility: the provider can freely expand the group of type qualified units, as long as the maximum capacity is not increased. This means that the maximum volume that the group is prequalified to provide is not changed. Svenska kraftnät does not need to be informed in this case.
- Increased capacity: the provider can extend the group of type qualified units and thereby increase the maximum capacity from the group in steps of 0.1 MW, up to a maximum of 1 MW, without the need for a new prequalification. Svenska kraftnät must be informed each time capacity is increased. When the maximum capacity has increased by 1 MW in relation to the original prequalification and the actor wishes to further increase capacity, new tests need to be performed and a new prequalification application submitted.
