How is resource aggregation conducted on the market and during prequalification respectively?

Resources can be aggregated in two ways: Market aggregation and prequalification aggregation.

Units that have individually passed prequalification may be included in a larger market-based portfolio of resources managed by the actor when submitting a bid—this is referred to as market aggregation. This process is outside the scope of Svenska kraftnät’s prequalification procedure.

Within the prequalification process, technical aggregation of resources may be performed to ensure that the units together meet the required volume and technical criteria for a specific ancillary service. Resources prequalified as a group must always be bid and activated jointly (although the composition of the group may be modified under certain conditions—see Section 3.11 in the FCR Technical Requirements (.pdf) open_in_newOpens in a new window).

To be aggregated into a group, resources must be located within the same bidding zone and share the same BRP, but they do not need to be connected at the same connection point. The group may consist of a mix of aggregated small units and non-aggregated units. For FCR, it is possible to perform type qualification when aggregating small units.
