Where should the power and frequency be measured during the tests for a prequalification application?
Power must be measured as close to the installation as possible, but always behind or at the connection point to the electricity grid.
The frequency will be measured in the prequalification application for providing the FCR ancillary service. FCR should primarily be controlled by local frequency measurement.
If local control is not possible, Svenska kraftnät can, during the prequalification process approve the provision of FCR through central control. (Central control in this case refers to a unit or group providing FCR that is controlled by feeding the frequency back via a central function.)
If the FCR is activated through central control, the method used for control must also be approved by Svenska kraftnät during prequalification. In the case of central control, frequency must be measured within the same bidding area as activation of FCR.
