Can it be decided to make exemptions from the requirement to deliver real-time measurements? If so, how will such a decision be taken?

Yes, exceptions can be made for actors who do not currently have an existing ICCP or ELCOM connection to Svenska kraftnät and wish to participate in the FCR and/or mFRR market.

The actor can then be granted a time limited exemption from reporting measurement values in real time to Svenska kraftnät until a new communication solution is in place.

Applications for exemptions are submitted in connection with prequalification by email to fcr@svk.se or mfrr@svk.se. The application must contain information about which unit/group the application applies to and the reason for requesting exemption.
