How are real-time measurements reported to Svenska kraftnät?

The current data exchange between Svenska kraftnät and external companies is based on communication using the ICCP protocol (i.e., TASE.2), via Svenska kraftnät’s fixed or leased fiber network. Svenska kraftnät is working to implement a new communication solution that will serve as an alternative for smaller market participants.

Actors who do not currently have an ICCP connection to Svenska kraftnät and wish to participate in the FCR or mFRR markets may be granted a time-limited exemption from reporting real-time measurement data to Svenska kraftnät, until the new communication solution is in place.

This new solution is undergoing pilot testing to ensure functionality. Svenska kraftnät aims to present a viable communication option to market participants when the alternative is available. Supported protocols will include IEC-104, IEC-101, and potentially IEC-61850 in the longer term.

Even after the new solution is introduced, it may still be possible to use the grid operator’s existing infrastructure (ICCP link) to exchange real-time data, where applicable. Svenska kraftnät therefore encourages actors to initiate dialogue with the grid operator early in the process.

In cases where an existing ICCP connection is available through another business unit within the same company or corporate group, Svenska kraftnät views this positively. For example, Company A’s Heat Production unit participates in the mFRR market with flexible consumption and utilizes Company A’s Distribution unit’s ICCP connection.
