Procurement of business packages for overhead line contracts with strategic partnering

Svenska kraftnät is procuring business packages for several overhead power line contracts organized into business packages, which are distributed over time and in geographical proximity. The packages includes construction of new power lines as well as decommissioning of existing overhead power lines. For most of these packages the new business model strategic partnering will be applied.

Strategic partnering means that qualified suppliers are entrusted to enter into partnerships with Svenska kraftnät to carry out several overhead power line projects in partnering contracts. Procuring multiple projects as one package is expected to provide a holistic perspective and facilitate planning and management of complex interdependencies within the projects. It also supports continuous learning throughout the project lifecycle which is expected to strengthen execution over time.

The new working approach is expected to result in:

  • A more efficient utilization of our operations
  • An increased investment pace through shorter lead times
  • Strengthened supplier capability

Each business package in strategic partnering includes investments of up to SEK 10 billion and covers 8–10 years. This model creates long-term perspective, capacity, and predictability for both Svenska kraftnät and our suppliers. Instead of procuring each project separately, several projects are bundled into larger business packages. This gives our suppliers better foresight and incentives to invest in resources and expertise in the long term, thereby strengthening collective implementation capacity.

The contracts are divided into two phases: a planning and design phase and an execution phase. Each contract is executed as separate project agreements.

Qualification

In order to participate in the procurement of business packages, the bidder must be qualified, which is done through an application for qualification to Svenska kraftnät.

Qualification requirements

The bidder must be registered in Achilles Utilities NCE according to:

  • Code 4.9.10: Construction of overhead lines, towers
    (200 kV and above)
  • Power system: Documented/certified in quality, health and safety, and environmental management
  • Membership status: Silver or Silver+
