Reporting of materials and equipment

Documentation for all purchased materials and products, such as building materials, equipment and chemical products, must be available in the form of a building product declaration or equivalent, as well as safety data sheets (chemical products). The documentation must be broken down by commodity/product and be in Swedish or in English.

A building product declaration or equivalent must include, as a minimum:

  • details of materials and components included in the product. The content must be expressed as a percentage by weight of the entire product, or in grams
    information on whether the product is classified as hazardous waste upon demolition or disposal

  • information on whether the product contains built-in stand-alone chemicals. In those instances,
    information about the constituent chemical must be provided in accordance with the requirements for chemical products as stated above.

  • Substances listed in Annex XIV to the REACH Regulation or substances included in the A and B lists in Annex 6 to AFS 2023:10 may not be presented in materials or products used in the contract.

The Contractor must inform the Customer in writing of the presence of substances in class 4 products in accordance with SVK’s criteria. The Contractor must also provide written information on the presence of substances of very high concern in accordance with the candidate list of the REACH regulation (Article 59 of Regulation (EU) No 1907/2006) and in a concentration above 0.1 per cent by weight (1,000 mg/kg) per substance in the products offered. The 0.1 per cent by weight threshold is specified for and applies to every component of a product. 

Chemical hazards must be listed and included in the risk management process.

Built-in stand-alone chemicals refer not only to oils that are consumed and replenished during the product’s lifetime, but also chemicals that are not intended to be replenished. For example, hermetically sealed devices and equipment. The purpose of requiring the contractor to provide safety data sheets for built-in stand-alone chemicals is to ensure that chemicals are handled correctly either in the event of an injury/accident or in connection with demolition/disposal.
