Is the volume requirement for aFRR set for both up and down regulation and are they always procured symmetrically today?

The volume requirement for aFRR is updated quarterly and published on the page Behov av reserver idag och i framtiden (in swedish). aFRR is both traded up and down, but not symmetrically.
