Incorrect price in the mFRR Energy Activation Market on March 9th
Svenska kraftnät has discovered that the price of -10 000 EUR/MWh in bidding zones SE3, SE4 and DK2 on Sunday 9th of March between 10 AM and 11 AM CET is incorrect. The optimization was run with too low transmission capacity between SE3 and DK1 with the result that more bids than necessary were activated in SE3, SE4 and DK2 and the marginal price was set to a lower price than it should have been.
The automated Nordic Energy Activation Market for mFRR (mFRR EAM) was taken into operation Tuesday 4th of March. In the automated market, an algorithm (AOF) selects the mFRR bids to be activated in different bidding zones based on input data from the TSOs on available bids, available transmission capacity (ATC) between bidding zones, and the need for mFRR regulations. On March 9th, Svenska kraftnät reported less ATC than what was actually available on the border between SE3 and DK1 for the time period 10:45-11:00 CET with the consequence that the algorithm was restricted from using bids in DK1 to satisfy mFRR needs in SE3, SE4 and DK2.
Svenska kraftnät is looking into the cause of the incorrect handling of ATC to prevent any recurrence. Svenska kraftnät also verifies that other optimization cycles have been run with correct input data.
A new marginal price for mFRR and a new imbalance price have been calculated for the affected period and bidding zones, 10-11 CET on March 9th in SE3, SE4, DK1 and DK2. The new mFRR price and imbalance price will be used in calculations of payment for delivered mFRR balancing energy and imbalance. BSPs with activated bids of lower prices than the new marginal price of mFRR will be paid at bid price.
