Svenska kraftnät updates test notification rules for prequalification of ancillary services FCR, mFRR, aFRR and the reserve FFR for large resources from 50 MW as well as introducing volume limitation when testing FCR
In December, the initial step in the prequalification process was changed and potential ancillary service providers no longer need to send emails three weeks in advance with information to Svenska kraftnät about planned tests before a prequalification is to be carried out.
The purpose of the change made in December was to streamline the initial part of the prequalification process and at the same time maintain the opportunity for Svenska kraftnät to be able to participate as observers and exchange valuable experiences during test sessions. This means that Svenska kraftnät instead contacts the BSP based on previously submitted applications and requests planning of future tests.
This is now being adjusted as prequalification applications have been received with large volumes. Since the impact on the electricity grid can be large, planned tests for 50 MW and above now need to be announced in advance. This is in accordance with the BRP agreement, appendix 2, chapter 1.1.
A further addition to previous rules for tests in prequalification is that a limitation of 70 MW for FCR is introduced in accordance with the technical requirements for FCR (FCR-D up, FCR-D down and FCR-N). This is because prequalification according to the technical requirements for FCR may only be 70 MW in the upward or downward direction, alternatively 100 MW if simultaneous delivery takes place.
Tests for large effects from 50 MW should be notified at least one week in advance the test occasion. You shall send the information to fcr@svk.se, ffr@svk.se, afrr@svk.se or mfrr@svk.se (depending on which ancillary service should be tested).
When registering for the test, state:
- Unit/group to be tested
- Ancillary service to be tested
- Planned BSP
- Time when tests are performed and planned time consumption for the test
- Geographical location:
- For testing of FCR: grid settlement area (MGA)
- For testing mFRR: control object/control object to be created and grid settlement area
- For other tests: grid settlement area
