What does the division of the balance responsibility role involve?

In 2024, the roles of BSP (Balancing Service Provider) and BRP (Balance Responsible Party) were introduced by dividing the former balance responsibility agreement into two separate agreements between Svenska kraftnät and the market participant. BSP and BRP replaced the previous role of Balance Responsible.

  • Balance Responsible Party (BRP): A market participant financially responsible for ensuring that the amount of electricity supplied to the national power system matches the amount withdrawn at the consumption points for which the actor holds balance responsibility. This responsibility applies per bidding zone.
  • Balancing Service Provider (BSP): A market participant with approved prequalified units or groups that can offer ancillary services to Svenska kraftnät.

To deliver ancillary services to Svenska kraftnät, one must either be a BSP or enter into an agreement with another company that is a BSP. For the time being, becoming a BSP also requires being a BRP at the delivery point intended for providing the ancillary services. Actors who do not hold the BRP role at the delivery point cannot currently deliver ancillary services to Svenska kraftnät from that location.
